The Vision 2025 Document is intended to provide a governance strategy for Karnataka over the next seven years. Its scope is simultaneously broad based and specific. It aims to provide a way forward for Karnataka in the short and medium terms and is intended to serve as a bridge between different sectors and diverse interests. It shall endeavour to speak to every constituent and answer the question, “what’s in it for me?”, a principle which will drive its context and substance.
The Vision 2025 exercise will cover 13 sectors that have been carefully identified through a preliminary brainstorming process involving all Heads of Department and covers a sectoral spectrum which will drive the State’s future growth on key socio-economic and human development indicators. The sectors include Agriculture & Allied sectors, Infrastructure, Industrial Development, Services, Education, Employment & Skill Development, Health & Nutrition, Rural Development, Social Justice & Empowerment, Urban Development, IT & BT, among others, apart from areas such as Governance and Law & Order.
The Vision 2025 document will be formulated through a participative and inclusive principle through broad based consultations, incorporating both a “top-down” and “bottom-up” approach involving stakeholders from the urban and rural sectors, industry, academia, people’s representatives, voluntary sector, civil society, etc. It will be finalized through the means of public consultations, workshops and seminars, conferences, interaction with various sectoral agencies and interest groups, representational organizations as well as through the creation of social media apps and tools for idea generation across a wide cross section of constituents.
As a part of the vertical approach, the State Government intends to incorporate views and feedback from people in all corners of the State, including the 30 Districts. The purpose of the District level discussions is to obtain feedback on the question “what would you want to see happen for the development of Karnataka over the next 7 years?” and incorporate diverse opinions, views and insights from a broad cross section working at the grassroots with all, especially the most vulnerable sections of society.
The Sector Workshops and District Workshops will engage in day-long deliberations with stakeholders, involving breakout sessions which will ensure that every participant has a share of voice in the process of the Vision 2025 document formulation. The State consciously wants to make a departure from the standard “ivory-tower” approach that is usually adopted while preparing such a document. The State believes that only a participative visioning process can be truly meaningful and implementable.
