AADHAAR AUTHENTICATION & SETTING UP OF CENTRES FOR AADHAAR ENROLMENT


Government of India has advised  every scheduled Commercial Bank to set up centres for Aadhaar enrolment and update facility inside its bank premises at a minimum of 1 out of 10 branches by 30.8.2017.   Expected about 1200 enrolment centres to be opened in the State as there are about 11000 Bank Branches in the State.


ACCELERATION OF LENDING TO AGRICULTURE


The Chairperson informed that after State had witnessed deficit rainfalls for  the last continuous 2 to 3 years, there is good beginning and the State is receiving rains in some parts already and he hoped that the other parts of the State also receives bountiful rain which will help in rekindling the farming activity and smiles on the face of farmers.   He requested the Bankers to be prepared to meet the challenge of providing financial assistance at this crucial juncture to the farmers as Banks have provided Rs 87,000 cr for lending under agriculture during 2017-18.


IMPLEMENTATION OF PRADHAN MANTRI AWAS YOJANA


The Chairperson requested the Line Depts to sponsor sufficient eligible applications to facilitate Banks to accomplish the set physical targets of 25000 under the scheme.  He also requested the Banks to dispose the proposals on priority as it is an ambitious schemes of the Union Govt to provide housing to all by 2022.
 
USAGE OF KANNADA IN DAY TO DAY ACTIVITIES OF BANKS


The Chairperson said that Government is committed to take firm steps for implementing Kannada in all official activities and the facilities provided by the Nationalized Banks and local banks are not reaching the rural masses.  To encourage use of Kannada in day to day banking activities, the Banks were advised to open Kannada Cell in the Banks and also to initiate steps to teach Kannada to the non-Kannadiga employees.  Some Banks have already opened Kannada Cells as suggested by the Kannada Development Authority.   


FRAUDULENT COMPANY DEPOSITS


The Chairperson informed that instances of entities, including companies fraudulently accepting deposits offering high rate of interest or other rewards in kind are coming to light from time to time.  The investors are often defrauded and promoters of the schemes are either unable to fulfill their commitments or disappear with the money collected from the investors.  In order to address the issue, Govt of Karnataka has launched a website “I Viveka” for lodging complaints of cases of cheating the public by the organizations luring people with higher interest, etc.   He solicited support from the participating Banks to popularize the same and create awareness among public. 


PERFORMANCE UNDER IMPLEMENTATION OF MUDRA & STAND UP INDIA AND OTHER GOVT. SPONSORED SCHEMES 


He expressed his happiness that the State has regained Number One position under MUDRA as on 25.8.2017 and he congratulated all the Banks and other Stakeholders in achieving this splendid performance and requested to continue with the same zeal.  However, under Stand-up India, the performance needs to be improved and he requested the Banks to gear up their efforts in accomplishing the set targets.  He requested all the Line Departments to immediately sponsor the eligible applications to the Banks under Govt sponsored schemes to facilitate them to reach the targets. 


Sri Subhas Chandra Khuntia, Chief Secretary in his address expressed his happiness there was 28% achievement under ACP 2017-18 during the first quarter and he advised the Bankers to improve performance in some of the sectors which are showing low progress.  He said that there is an improvement in CD Ratio from 72.92% to 74.07% over the previous quarter.  He requested the Banks with low CD Ratio to improve their performance.  The Banks have achieved 70% of the accounts have been Aadhaar seeded and he observed that some of the private Banks have not  shown good progress.  He assured the help from the Govt to the Aadhaar Enrolment centres set up by the Banks for achieving 100% Aadhaar seeding and authentication.


Thereafter, Sri T.M. Vijay Bhaskar, Addl. Chief Secretary & Dev. Commissioner congratulated the Bankers on regaining the Number One Position in the country in disbursements under MUDRA.  He requested the Banks to provide banking facilities in GPs without Bank Branch / ATM / BCA.  He assured support from Govt for recovery under Govt sponsored schemes and further called upon Banks to extend more assistance to SHGs as the recovery is good.  He urged the Banks to provide challans, cheque books, application forms, etc., in local language and also open Kannada Cell in their Banks to educate non-Kannadiga employees to enable them to implement usage of Kannada in all day to day activities of the Banks.


Sri Eugene E Karthak, Regional Director, Reserve Bank of India in his address requested the Banks to open the Brick & Mortar Branches in the remaining 58 centres as per the Roadmap for opening of Brick & Mortar Branches in villages with population more than 5000 without a Bank Branch of a Scheduled Commercial Bank.  Further, he requested the Banks to open 7 FLCs in the remaining allotted centres.


Sri M.I. Ganagi, Chief General Manager, NABARD informed that the ACP targets for 2017-18 are  ` 85,796.00 cr,  as against the allotted target of GoI of Rs 54,925 cr,  the same has to be implemented and monitored.  He advised all the banks to ensure lending of at least 32% of   total lending under agriculture for Agriculture Term Loans as per the GoI directives.   He informed that support under Financial Inclusion Fund for purchase of hand held projector and portable speaker to facilitate Financial Literacy efforts by FLCs and rural branches, where 50% of the cost incurred subject to a maximum of Rs 5000 per rural branch / FLC on reimbursement basis.  He advised the Banks to make use of the facility.

Commissioner, GoK, Sri Melwyn Rego, MD & CEO, Syndicate Bank; Sri M.I. Ganagi, CGM : NABARD; Sri Eugene E Karthak, RD : RBI; and Sri M.Mohan Reddy, Convenor-SLBC and GM, Syndicate Bank; Senior level officials from RBI, NABARD, Central & State Govt. including various Line Departments, Senior level Executives from UIDAI, Banks, RRBs, Co-operative Banks, Postal Dept., Micro Finance Institutions, Insurance Companies, State Corporations, Financial Institutions  and other Apex Institutions.
